A manpower company sells hours. Every hour has to be recorded at the client site, paid correctly to the worker, billed correctly to the client, and reported correctly to the government. Miss any one of the four and the margin goes.
All four got harder in the past year. In India, the four Labour Codes came into force on 21 November 2025. At least half of total pay now counts as wages, which raises PF and gratuity, and principal employers carry more liability for contract staff. The flexi staffing industry still grew 9.7% in FY25, and Indian Staffing Federation members employed about 1.8 million people by March 2025.
In the UAE, a new Wage Protection System resolution took effect on 1 June 2026. Wages fall due on the first of the month, at least 85% must be paid on time, and work permits can be suspended from day five of a delay. Missing the 2025 Emiratisation targets costs AED 108,000 for each unfilled position, charged from January 2026. Saudi Arabia’s revised Nitaqat now measures Saudisation across all branches in the same activity.
Spreadsheets cannot keep up with that. Here are five Odoo partners who can help. We are one of them, listed first, and we explain why.
How we chose
We looked for manpower or facility services references, published payroll tools for India, the UAE or Saudi Arabia, and support for timesheet-to-invoice billing. Claims for other firms are as they publish them.
1. ochre.digital (Noida, Gurgaon, Mumbai)
ochre.digital works on a simple contract: fixed scope, fixed price, no prepaid Success Pack hours unless the client wants them. Manpower firms run on tight margins and cannot afford open-ended projects.
We start where the money leaks. Attendance from every client site feeds payroll and client billing from the same record, so the hours you pay are the hours you bill. Our geofence attendance add-on accepts check-ins only inside a set radius of each site, works in kiosk mode and supports Arabic. For Indian payroll we configure PF, ESI, Professional Tax and TDS under the new wage definition, and our appraisal add-on handles reviews at scale.
Our facility management client, which runs FM, events, catering and pest control, now gets margin by site as a report instead of a week of work, with recurring contracts billed automatically.
We train supervisors and payroll staff on their own tasks and go live in phases. Return comes from fewer billing gaps and fewer payroll corrections, and you can see both within the first few cycles.
Best for: staffing, security, housekeeping and FM companies with large field workforces in India or the UAE.
2. Cybrosys Technologies (Kochi, Calicut)
Cybrosys publishes the deepest public manpower tooling we found: a Manpower Supply Management app from Odoo 15 to 19, covering labour contracts by skill, worker matching, invoicing and a portal, plus a UAE WPS SIF export for Odoo HR.
Best for: firms that want ready apps and strong development capacity. It does not list a GCC office, and Odoo lists it as a Silver partner.
3. Oakland (Sharjah)
Oakland is a Gold partner and part of the ARMOR Group. It offers Odoo HRMS with WPS SIF payroll, an employee self-service portal and a mobile app.
Best for: UAE manpower firms that want a local Gold partner. It does not publish a manpower case study.
4. Serpent Consulting Services (Gandhinagar, Dubai)
SerpentCS has a long Odoo history, a Dubai entity and offices in several countries. Odoo’s partner directory lists manpower consultancy among its reference industries, and its site puts heavy weight on payroll and HR.
Best for: groups that need broad HR and payroll coverage. Ask for UAE or India payroll references specifically.
5. Dow Group (Dubai, Abu Dhabi, Riyadh, Cairo)
Dow Group presents itself as a Gold partner with offices across the GCC and the Levant, and lists HR and payroll among its solutions.
Best for: companies operating across several Gulf countries. It publishes little HR detail, so test payroll in the demo.
What to test
- One worker, one month: attendance from a client site through payroll to the client invoice.
- A UAE WPS SIF file and an Indian PF and ESI return from the same database.
- Visa, Emirates ID and labour card expiry alerts.
- Margin by client and by site, without a spreadsheet.
- A fixed price for the whole scope.
Licences matter more here than anywhere. Under Odoo 20, an active employee record with no full login counts as a Light User, at ₹195 a month in India against ₹580 for a Standard user in year one. For a firm with 500 deployed staff, that difference is over ₹23 lakh a year. See your figure on our Odoo pricing calculator.
Choosing well
Ask every partner to run one real worker through the full cycle in the demo. The ones who cannot do it on the spot will struggle on your payroll date. If you want that cycle quoted at a fixed price, talk to us. Manpower firms often supply MEP contractors and construction companies, and our guides for those sectors show what your clients will expect from you.
